Ask the author why he didn't do that, but to answer your question I'm guessing it's too risky to use it on Overhaul. There's no way for him to know how much CE to kill him. Plus with his mentality shown in this chapter I doubt he'd wait for a perfect chance to strike.

From what I understand in this paragraph is that nature energy in this world does not have any elemental attribute or he cannot transform it to any element yet. If so he could try creating techniques that don't use elements like chakra threads or enhance weapons using chakra flow. He could also maybe release an energy wave like Getsuga Tenshō with a weapon.

It was shown in the earlier chapters that the picture technique while strong cost too much CE to be practical in a fight especially when in this scenario.

I doubt that would work because like it was shown in the earlier part of the chapter Sukuna clones do not have curse energy.
