He is talking about people of Uchiha clan in general, who were very proud of there eyes. People of Uchiha clan were known to be very arrogant.

He said he didn't want to be a killer like last life but he is okay with killing kids who may become threat to his village. Then he won't mind killing people like Jiraya, Minato, Tsunade or Naruto when they are kid.
