Theory - *There is no war in Ba Sing Se* This theory is where the citizens and prolly the rulers are being mind controlled into not caring about the underworld and there is someone behind the scenes that are selling or experimenting on the materials mined in the underworld. This could also mean that the people behin this mind controll are the cause of the freezing storm.
