[A/N: Though I had the idea of making Fujin a negotiator quite early on, I didn't have much idea on how the negotiations happen behind closed doors. However, instead of defense, this jutsu is for attacking. The blades of the Windmill will spin rapidly and will form a strong wind flow that will pull everything towards the blades. If anyone gets caught in it, they will be chopped in pieces, a certain death.
