Neither move directly hit regirock. The Surf was frozen before it hit so no water anymore. And the Ice Beam never hit Regirock to begin with anyways. So basically it got stuck by a wave of ice. Ice type moves that involve actual ice tend to be physical moves while the special moves involve not physical ice but simply cold itself.

I think he got custom designs on it. He's uber rich so he could easily do it.

Do you honestly think Artemis would accept being in a harem? She'd already sworn off men so just being with her is a stretch let alone a harem.
