I’m not sure. Maybe their is only seven at a time to ensure loyalty, 30+ knights who guard the king not all of them will be loyal to him. I’m honestly not sure. Also it could be that Seven Kingsguard to represent the Seven Kingdoms, as well as or the faith of the seven, westeros is a very religious place after all very much like medieval society.
