The reason why Thea refused Kiana to become Herrscher of Finality is because of the Will of Honkai. That being is like the most formidable gatekeeper that can influence the Cocoon of Finality itself. That's why Thea refused Kiana to contact it. Like in the chapter before Thea returned to the previous civilization era, Kiana had the same plot as in the original story, but her body was taken over by the Will of Honkai. For Prometheus and the Will of Honkai, of course they are different entities.
