Rui didn't make them demons, he made already existing demons his family. He just has a similar ability to muzan which allows him to shape-shift the appearance of other demon to look similar to himself and make them stronger by drinking is blood. I don't know too much on how many demons can make humans into demons but as far as I know, only a few upper moons and muzan should be the only ones capable of it according to cannon plot.
