Female spies is easier since they are rarely accounted for. And also since most male superheroes are already 'heroic' while most female superheroes are seen more as a 'sidekick'. Therefore it looks easier for me to make female heroes as spies. But don't worry, there are male characters that has certain connection with the Empire.

Thank You! Maybe. I was thinking about putting Diana from DC as this is a mix-up story. But I'm still thinking on how to put her in the story. Perhaps she was Bucky's old flame during WW2? (She was exploring the world around late 1930s and early 1940s, she never meets Steve Trevor or Bucky is Steve's reincarnation (?)) We shall see
