Exactly, Tobirama had much more in his arsenal compared to Minato and the only reason he invented flying raijin in the first place was to counter sharingan's vision and didn't make it his main jutsu, inventing something is far difficult then improving so even if minato had improved flying raijin which i can't see tbh, tobirama could easily do the same

I agree with the successive use of flying raijin that's why i said he had better reaction speed, I'm pretty sure flying raijin seal can be different for every user and that shouldn't make any difference, i have heard about flying raijin stage two but whats' the difference, i can't find that
