itachi as a kid claps because of the fact he was a super prodigy with cheat eyes. Now later Minato is under the guidance of pervy sage, learns sealing justus from his wife, and maybe even got pointers and teachings from the third hokage here and there. while at the same age itachi is a missing nin who really just improves through trial and error and battle. maybe if he didn't die from a disease he would've reached a greater height.
