Black beard has the excuse of being innately strong like Whitebeard. Also quickly utilizing the Trmor fruit does not mean quick mastery. Water and air can be utilized but this fruit becomes ineffective in a vacuum where no medium is present. Tremor fruit is strong but isn’t the strongest and the hype came from Whitebeard an innately strongman. If Whitebeard had the gravity fruit, or really most other fruits, hell even no fruit, he would still be just as strong. Whereas if some side character like Vivi, Rebecca, or some other weak character were to eat the Tremor fruit while they would become strong it wouldn’t automatically make them the strongest or even stronger then some others. If feel like Big Mom and Kaido relied more on their fruits than any other power house comparatively.

The problem of the tremor fruit is that it needs a medium. Vibrations can only travel through mediums. I would say fruits that express some of the fundamental laws would be stronger. In this case gravity, which is as you said shoot and Fujitora. The only reason you would say they are on par with the Temor fruit would be because Whitebeard popularized the fruit. I would say Kids also has the potential to be stronger, though only if it has the ability to control Magnetic waves and not just metal. If you have four people who has the same level of strength and fruit progress. Then the gravity and float fruit would give the earliest advantage. Then tremor at the middle stage of progression. Finally the gravity and magnetic wave fruits later in progression.
