Innovate Clear's user is the current strongest in DxD and Annihilation Maker is a part of the hero faction. They are already a part of a group and are stronger than all high class beings. Most Longinus are raw power that you don't need desparately. Takumi can mass produce potent healing spells and mana in bottles as he has shown to both Rias and Azazel. That is literally something that can overturn an uneasy alliance into war, you think Kokabiel wouldn't want a piece of that? Or the Old Satan faction that wants to restart the war? Or even some greedy devil noble?
