Madara at that age and level would have never been able to learn that jutsu as it was created by Senju Tobirama who was hostile at that point in Madara China's life. Even with the sharingan it wouldn't be possible as he would have to see the full jutsu with every handsign. In battle no one ever uses more than one or two of the necessary handsigns due to training that jutsu to reduce the time and handseals. why do you think Sasuke disdn'tlearn the jutsu when he got his Sharingan.

I think Harry's robot idea had less risks. Peter has already proven he can create reliable AIs. With the VR pods they can download the memories in a safe and timely manner, it would only take about ten minutes with the time dilation.

True, but all of a villages techniques wouldn't be held by the head of the village. Clans would keep some things for themselves regardless of the village. I just used Konoha as an example.

he has been collecting just from the village but has neglected clan techniques that would only be known by clans. the Nara use yin for their shadow jutsu, the Akimichi use yang for their body jutsu, the Yamanaka use yin for their mind jutsu. I believe the Kurama and Uchiha clans both used yin for genjutsu. Those are just some clans in Konoha, I don't remember the clans in the other villages.
