Poisoned mist like the one used by Shizune is technically under water release, as it just adds poison into the water, but Terumi Mei's acid mist is under boil release(water+fire) and likely changes the properties of the "water", so I think that is the distinction, but it's hard to say which HCl would fall under, as you could consider it both innate or as a Cl additive.
