It's just how ppl describe Sukuna. At this point in time, other than Uraume, Tengen, and Kenjaku, no one really knows who exactly Sukuna is.
Being able to decimate things in the blink of an eye, unmatched curse energy control, and a humongous curse energy pool. If that were truly the extent of Sukuna's abilities, then he would for sure give Hiroyuki a hard time.

Everybody, be it a sorcerer or normal human, had an overflowing Curse Energy within them. Even the most talented Jujutsu Sorcerer cannot prevent their CE from not leaking outside of their body.
