Chapter 16: Neji Freedom

As Naruto woke up in his apartment, he yawned and stretched. "What a day, dattebayo!"

He created several shadow clones and assigned them various tasks before climbing out of bed.

Eight days passed in a blur of activity, with Naruto's clones helping throughout the village while he maintained his usual cheerful demeanor.

On the eighth morning, one of his clones was demonstrating chakra control exercises at the Academy when Neji approached.

"Naruto," Neji's pale eyes studied the clone carefully. "Are you the original or a clone?"

"Eh? I'm a clone, dattebayo!" the clone grinned, rubbing the back of his head. "The boss is still at Ichiraku's having breakfast. You know how he is with ramen!"

"I see," Neji nodded. "Then I'll go find him there."

"Must be something important if you're looking for the boss," the clone observed, helping a young student balance a leaf on their forehead.

"Indeed," Neji replied cryptically before turning to leave "Got it!" the clone called after him, then turned back to the students. "Alright, who wants to learn how to walk up trees, dattebayo!"

At Ichiraku's, the original Naruto was on his third bowl of ramen when he sensed Neji's approach.

"Hey Neji! What's up?"

"We need to talk," Neji said seriously. "Privately."

Naruto slurped up his remaining noodles, his expression turning more serious as he noted Neji's tone. "Sure thing! Let me just pay old man Teuchi."

As Naruto and Neji walked through Konoha, Naruto's usual bouncy steps were subdued. Something in his gut told him what this conversation would be about, and when Neji led them to the Fourth Hokage's stone head, his suspicions were confirmed.

Neji turned to face him, his pale eyes intense. "Why are you avoiding me, Naruto? I've noticed it since the Sand mission, and even now..."

"Eh?" Naruto tried to laugh it off, rubbing the back of his head. "I'm not avoiding you, dattebayo! I've just been super busy with-"

"Don't," Neji interrupted firmly. "My eyes see everything. You've been deliberately keeping your distance."

Naruto's shoulders slumped as his fake cheerfulness faded. Looking out over the village, he let out a heavy sigh. "Man, you don't miss anything, do you?" He was quiet for a moment before continuing, his voice unusually soft. "I... I couldn't face you properly, ya know?"

"Couldn't face me?" Neji's brow furrowed slightly. "Why?"

"Because..." Naruto clenched his fists, emotions warring on his face. "Back at the Chunin Exams, we talked about fate and destiny. I thought I had it all figured out back then, dattebayo. But now..." He trailed off, looking at his hands.

"What changed?" Neji pressed.

"I learned some things about myself - secret things I can't really talk about," Naruto said carefully. "But the biggest thing? Me and Sasuke... we're destined to fight each other. No matter what I do, that fate keeps pulling us together. We already fought at the Valley of the End, and..." He shook his head.

"And there's more," Naruto continued, a bitter smile crossing his face. "All that stuff about being dead-last and talentless? Turns out I've got plenty of talent - inherited from my parents. So when I stood there preaching to you about hard work beating natural talent..." He let out a harsh laugh. "What a joke, right? In the end, all that high-and-mighty stuff I said was just bullshit, dattebayo."

Neji stood silently, watching as Naruto's usual mask of cheerfulness crumbled away to reveal the conflicted young ninja beneath.

Neji was quiet for a moment, processing Naruto's words before speaking. "You're wrong, Naruto."

"Huh?" Naruto looked up, surprised.

"You think having inherited talent invalidates your message about hard work?" Neji's voice was firm. "You think being destined to fight Sasuke proves fate controls everything? You're still as foolish as ever."

"What do you mean, dattebayo?" Naruto asked, confusion clear on his face.

"Look at yourself," Neji gestured at him. "Yes, you have inherited talent. But how many shinobi with natural talent waste it? How many give up when things get difficult? You never did. Even when everyone mocked you, even when you failed repeatedly, you kept training. That determination - that was your choice, not fate."

Naruto's eyes widened as Neji continued, "And about Sasuke... Yes, perhaps you were fated to fight. But what you do with that fate - whether you let it destroy your friendship or use it to understand each other better - that choice is yours."

"But-" Naruto started.

"You taught me something important during our fight," Neji interrupted. "That even if we can't escape some aspects of fate, we still choose how to face them. That's what makes us who we are."

A small smile began to form on Naruto's face as the weight he'd been carrying started to lift.

Naruto stared at Neji for a long moment, then let out a small chuckle that grew into his characteristic grin. "Man, when did you get so wise, dattebayo?"

"Perhaps when a certain loud-mouthed ninja knocked some sense into me," Neji replied with a slight smirk.

The tension between them finally broke, and Naruto leaned back against the stone monument, looking more like himself. "Ya know, I was really worried about facing you. Thought you'd be mad that I was kind of a hypocrite."

"A hypocrite?" Neji shook his head. "No. You were exactly what I needed to hear at that time. And everything you said still holds true - you just understand it better now."

"Yeah..." Naruto's eyes drifted to the village below. "I guess I do. It's like... fate might deal us certain cards, but we choose how to play them, right?"

"Precisely." Neji moved to stand beside him. "And speaking of choices, you should stop avoiding your friends when something's troubling you. We're here to help, Naruto."

"Sorry about that," Naruto rubbed the back of his head sheepishly. "Old habits, I guess. Being alone for so long... sometimes I forget I don't have to figure everything out by myself anymore."

"Well, don't forget it again," Neji said firmly. "Or next time, I might have to use my Gentle Fist to knock some sense into you."

Naruto laughed, raising his hands in mock surrender. "Okay, okay! I get it! No more brooding alone, dattebayo!" Naruto grinned mischievously. "But still, I better get going. And Neji..." He paused, his expression becoming sincere. "Thanks. For everything. You helped me sort things out."

"That's what friends are for," Neji replied simply. "Just remember what we discussed."

"Yeah!" Naruto gave him a thumbs-up, reminiscent of Lee's signature pose. "No more hiding when things get tough."

As Naruto turned to leave, an ANBU appeared before them in a swirl of leaves. "Naruto Uzumaki, Neji Hyuga - Lady Hokage requires your presence immediately."

"Eh? What does Baa-chan want now, dattebayo?" Naruto scratched his head.

"Let's not keep the Hokage waiting," Neji said, already moving toward the tower.

As they leaped across rooftops, Naruto grinned. "Race you there, dattebayo!"

"This isn't a competition, Naruto," Neji sighed but increased his pace anyway.

They arrived at the Hokage's office to find Tsunade looking unusually serious behind her desk. Hiashi was also there, looking as serious as ever.

"Yo, Baa-chan! Hiashi-san!" Naruto called out cheerfully as they entered.

"Lady Hokage, Lord Hiashi," Neji bowed respectfully, shooting Naruto a disapproving look at his casual greeting.

Tsunade cleared her throat. "I've summoned you both here because Hiashi has agreed to accept my help in reforming the Hyuga clan. However, we'll need both of your assistance for this."

"My help?" Neji's eyes widened slightly. "But I'm from the branch family..."

"Yes," Hiashi spoke, his stern face softening slightly. "You are from the branch family, but your talent and determination have shown you capable of standing above the entire clan."

Neji stared at his uncle in surprise, clearly not expecting such praise.

"Don't worry," Tsunade interjected, seeing Neji's confusion. "I'll explain everything." She paused for a moment before continuing, "As for why I specifically called both of you...Well, Naruto is the candidate I'm training to become the Sixth Hokage."

Naruto grinned confidently after all, Jiraiya had hinted at this possibility before.

Hiashi remained stoic, as the Hyuga clan head, had already noticed Tsunade's efforts in building Naruto's achievements and reputation.

And while Neji's eyes widened slightly, though he didn't seem entirely shocked, he wasn't privy to all the political maneuverings as Hiashi, but Naruto's growing influence in the village and recent actions had provided plenty of clues.

"Now," Tsunade leaned forward, "let's discuss how we're going to change the Hyuga clan for the better..."

Tsunade leaned back in her chair, her expression serious. "First, I suggest we modify the bird cage seal. Instead of just applying it to the branch family, we'll extend it to all Hyuga members. But," she raised her finger for emphasis, "we'll modify it so it doesn't limit the Byakugan - it'll only protect it."

She pulled out three scrolls from her desk. "I've shown these to Hiashi already. Here are three different seal designs that should protect the Byakugan without limiting its power. However," she looked at Neji, "we need to test them to ensure they're effective."

"As for the current bird cage seal," Tsunade turned to Hiashi, "we need to find a way to remove it. Does the Hyuga clan have any method for this?"

Hiashi closed his eyes thoughtfully. "The removal of the seal has been considered forbidden knowledge, passed down only to the clan heads. However..." he opened his eyes, looking at Neji, "perhaps it's time for that to change."

"Really?" Naruto bounced excitedly. "You mean we can remove Neji's seal, dattebayo?"

"It won't be simple," Hiashi cautioned. "The process is complex and potentially dangerous."

"That's why I called you here, Naruto," Tsunade explained. "With your Uzumaki heritage and natural talent for seals, you might be able to help make the removal process safer."

"Leave it to me, dattebayo!" Naruto pumped his fist. "I'll definitely find a way to help Neji and the other branch members!"

Neji stood quietly, trying to process this unexpected turn of events. The possibility of removing the seal that had defined his life for so long seemed almost too good to be true.

Tsunade clasped her hands under her chin. "Changing the seal is just the first step, and to be honest, it might be the easiest part. We face two major problems that I believe Neji understands better than anyone."

Neji nodded solemnly. "The two issues are the clan's rigid hierarchy and the deeply ingrained traditions upheld by the elders, as well as the significant amount of hatred of the branch family."

Tsunade's eyes narrowed in understanding. "Yes, exactly. The hatred that's built up over generations isn't something we can erase with just a new seal."

"The branch family's resentment runs deep," Neji explained, his voice steady but carrying weight. "Many have lost parents, siblings... seen their loved ones controlled and humiliated. These wounds don't heal easily."

"And the main family," Hiashi added quietly, "many have grown accustomed to their position of power. Some even believe it's their right."

"That's why," Tsunade continued, "we need a comprehensive plan. Naruto, this is where your experience might be particularly valuable."

"Huh? Me?" Naruto looked confused.

Yes, you," Tsunade smiled. "You have a way to change people and connect with them."

"Yeah, but..." Naruto scratched his head, "this is different from fighting someone, dattebayo. This is about changing how a whole clan thinks!"

"That's exactly why we need you," Tsunade insisted. "You have a gift for reaching people's hearts, for helping them see beyond their hatred and fear. The Hyuga clan needs that right now."

Neji nodded in agreement. "Naruto, you changed my perspective completely. Before our fight, I was consumed by hatred towards the main family, convinced that fate couldn't be changed. You showed me another way."

"And it's not just Neji," Hiashi added, his voice carrying a hint of admiration. "You've influenced many others. Even I have come to see things differently because of you."

"The key here," Tsunade explained, "is that we need both families to want to change. Force won't work - we need them to understand why this change is necessary, just like you helped Neji understand."

Naruto's expression grew more serious as he absorbed their words. "So... it's not about fighting against the old ways, but about helping everyone see a better future, right?"

"Exactly," Tsunade smiled. "And that's something you excel at, even if you don't realize it."

Tsunade leaned forward, her expression serious. "Alright, now that you both understand why you're here, let me explain the plan."

She held up one finger. "First, Hiashi and Naruto will remove Neji's seal and either modify it or create a new one. Neji, you'll essentially be our test subject for this."

A second finger joined the first. "Second, we need to weaken the elders' power. Neji, you'll become the face of the Hyuga clan. We want people to think not that Neji belongs to the Hyuga, but that the Hyuga is known because of Neji."

"Third," she continued, "Naruto, you'll start spending time at the Hyuga compound under the pretense of training with Neji and Hinata. Your real mission is to connect with the branch family and earn their trust."

"Fourth, Hiashi will apply the new seal to the main family members while maintaining the branch family's current seal - temporarily, of course."

"Fifth, Neji needs to win the elders' approval, and then Naruto, you'll work your magic on changing their mindset."

"Finally," she concluded with a slight smirk, "Hiashi will announce both the removal of the cage seal and Neji's inclusion as a potential heir alongside Hinata. The elders will object, but by then, it'll be too late."

"YOSH!" Naruto pumped his fist in the air. "We're gonna change the Hyuga clan, dattebayo!"

Neji remained outwardly calm, but his pale eyes reflected a mix of hope and apprehension. "To be the first to receive the new seal... and to become the face of the Hyuga clan..." He closed his eyes briefly, then opened them with resolve. "I understand the responsibility you're placing on me, Lady Tsunade."

Hiashi's reaction was more complex. His stern features showed both concern and approval as he listened to the plan. When Tsunade mentioned including Neji as an heir candidate alongside Hinata, he nodded slowly. "It's a bold plan... and risky. The elders won't take this lying down." "This won't be easy," Neji added, glancing at Naruto. "The branch family's trust won't come quickly, even with you, Naruto."

Addressing Neji next, she continued, "Neji, you'll be walking a fine line. You'll need to gain the elders' approval while secretly working towards dismantling the very system they uphold. It will require all of your intelligence and diplomacy."

Finally, she faced Hiashi. "And Hiashi, you perhaps have the most difficult role. You'll need to appear to maintain the status quo while quietly laying the groundwork for these massive changes. The elders will be watching you closely."

Tsunade leaned back in her chair, her gaze sweeping over all of them. "Remember, this isn't just about changing a seal or a clan structure. We're trying to heal generations of hurt and mistrust. It will take time, patience, and probably more than a few setbacks. But I believe in all of you."

Naruto's grin widened, his blue eyes sparkling with determination. "Don't worry, Granny Tsunade! We'll make it happen, believe it!"

Tsunade straightened in her chair and clasped her hands together. "Okay, let's start. Hiashi, do you have the scroll to remove the seal?"

Hiashi reached into his robes and pulled out an ancient-looking scroll, its edges worn with age. "Yes, this is one of the Hyuga clan's most closely guarded secrets. It contains both the method to apply and remove the caged bird seal."

Tsunade nodded and took the scroll, then casually handed it to Naruto, treating the precious document with seemingly little reverence. Hiashi's eye twitched slightly at her casual handling of such an important clan artifact.

Both Hiashi and Neji stared at him in shock. Hiashi particularly seemed stunned - what had taken Hyuga seal masters years to develop, this young ninja was talking about modifying in just over a week.

"That's... impossible," Hiashi muttered, but there was a note of uncertainty in his voice.

"That's... surprisingly thorough," Neji commented, earning a mock-offended look from Naruto.

"Hey! I can be careful when it matters, ya know!" Naruto protested, then turned serious again. "Besides, this is too important to mess up. We're talking about people's lives here."

Hiashi observed the exchange silently, his perception of the young ninja shifting. "Where will you conduct this work? The seal modifications must remain secret."

"I've already arranged for that," Tsunade interjected. "Naruto will work in a secure room in the Hokage Tower, with ANBU guards. No one outside this room will know what he's doing."

"Then," Naruto rolled up the scroll carefully, "I should get started right away. The sooner we fix this seal, the sooner we can help the branch family."

As Tsunade nodded and dismissed everyone, she suddenly called out, "Wait, Naruto!" Before he could reach the door, she threw a thick stack of papers at him.

Naruto caught them reflexively, looking confused. "Huh? What's this, Granny?"

"Take a closer look," Tsunade said with a slight smile.

Naruto glanced down at the papers in his hands, his eyes widening as he realized what they were. "This is... money?" He flipped through the stack, looking increasingly bewildered.

Tsunade nodded, "That's right. Remember all those times you helped around the village with your shadow clones? Many of those were D-rank missions. And some villagers, instead of canceling their missions, insisted on having the payment given to you."

Naruto's eyes widened even more, "What? But I was just helping out... I didn't even know they were missions..."

"That's exactly why," Tsunade smiled warmly. "You helped without expecting anything in return. The villagers noticed that. Old man Teuchi mentioned how you fixed his roof during that storm, and the flower shop owner talked about how you helped rebuild her greenhouse. There are many others too."

Naruto stood there, clutching the money, feeling a warmth spread through his chest. He remembered all those moments - helping wherever he could, just because he saw people in need. He never thought about getting paid for it.

"The villagers..." he started, his voice slightly shaky, "they did this?"

"They did," Tsunade confirmed. "You've earned their respect, Naruto. Not just through big heroic acts, but through these small, everyday kindnesses. That's what being Hokage is really about."

Naruto looked down at the money again, a soft smile forming on his face. It wasn't just about the payment - it was about what it represented. The acknowledgment he'd always sought was finally coming, not through grand gestures, but through the simple acts of helping his village.

"Alright, go do your thing," Tsunade waved her hand dismissively, but the warm smile remained on her face.

Naruto grinned brightly, clutching the papers to his chest. "Thanks, Granny Tsunade!" He turned and bounded toward the door with his usual energy.

Just as he was about to exit, he paused and looked back over his shoulder. His expression was softer now, more sincere. "Really... thank you." With that, he disappeared through the doorway.

Tsunade watched him leave, shaking her head fondly. She could hear his excited footsteps echoing down the hallway, probably already planning how to use the money. Turning back to her desk, she picked up her pen to resume her work, but couldn't help the small chuckle that escaped her lips. That knucklehead ninja had really grown up, even if he didn't realize it himself.

After ten intense days of study and experimentation, Naruto stood in a secure room within the Hokage Tower, surrounded by scrolls and papers covered in seal designs. His shadow clones had worked tirelessly, and finally, he felt confident in the modified seal removal technique.

"I'm ready," Naruto announced to Tsunade, Hiashi, and Neji, who had gathered for this crucial moment. Dark circles under his eyes betrayed his exhaustion, but his voice was steady and sure.

Tsunade examined his work carefully. "You're certain about this?"

"Yeah," Naruto nodded firmly. "My clones tested it hundreds of times. I've triple-checked everything, dattebayo. It's safer than the original method."

Hiashi activated his Byakugan to study the modified seal arrays. After a long moment, he nodded slowly. "The modifications are... impressive. You've managed to maintain the core structure while adding safety measures I've never seen before."

Neji sat in the center of the room, his expression calm despite the gravity of the moment. "I trust you, Naruto."

"Alright then," Tsunade stepped forward. "Let's begin. Naruto, walk us through what you're going to do."

Naruto took a deep breath, his usual hyperactivity replaced by focused determination. "First, I'll apply a buffer seal to prevent any backlash. Then, I'll gradually deconstruct the caged bird seal, layer by layer. The whole process should take about an hour."

He looked at Neji seriously. "It might feel uncomfortable, but it shouldn't hurt. If you feel any pain, tell me immediately, okay?"

Neji nodded, and Naruto began the delicate process of removing the seal that had defined Neji's life for so long.

As Naruto carefully worked through the seal removal process, he noticed Neji beginning to sweat, his usually composed face showing signs of discomfort.

"Neji, you okay?" Naruto asked, maintaining his focus on the intricate seal work.

"I'm... fine," Neji managed through gritted teeth. "Continue."

Hiashi stepped forward, concerned, but Tsunade held him back with a raised hand. She watched intently as Naruto's chakra carefully unwound the complex patterns of the caged bird seal.

As they reached the final stages, Neji's discomfort increased dramatically. Suddenly, he let out an agonized scream that echoed through the room.

"Naruto!" Hiashi called out in alarm.

Tsunade nodded in understanding. "The seal has been integrated with his chakra network since childhood. Breaking those connections will naturally cause some distress."

Neji's screams continued for several more moments as the last traces of the seal began to fade. Naruto's hands remained steady, his blue eyes intense with concentration as he completed the final steps.

Finally, with one last pulse of chakra, the seal disappeared completely. Neji slumped forward, breathing heavily, as Naruto caught him by the shoulders.

"It's done," Naruto announced, grinning despite his obvious exhaustion. "How do you feel, Neji?"

Slowly, Neji raised his head. His forehead was clear for the first time since childhood, and despite his exhaustion, there was a new light in his eyes.

"Free," he whispered. "I feel... free."

Tsunade stepped forward, her medical chakra glowing as she examined Neji. "Everything looks good. The seal is completely gone, and your chakra network is adjusting well."

Hiashi activated his Byakugan, studying his nephew with barely concealed amazement. "Incredible... there's not a trace of the seal remaining. Naruto, you've accomplished something our clan has deemed impossible for generations."

"Heh, nothing's impossible, dattebayo!" Naruto grinned, though he swayed slightly from exhaustion. "Now we just need to apply the new protective seal, but maybe after a bowl of ramen..."

"After you both rest," Tsunade corrected firmly. "Neji needs time to adjust, and you look ready to collapse."

Neji touched his forehead, still seeming somewhat dazed. "I never thought... after all these years..." His voice trailed off as emotion threatened to overwhelm his usual composure.

"Neji," Hiashi spoke softly, approaching his nephew. "I wish your father could see this day." There was genuine regret in his voice.

"He can," Neji replied, standing straighter despite his exhaustion. "Through these unburdened eyes, he can see a new future for our clan."

Naruto beamed at the exchange, but his smile quickly turned into a yawn. "Man, I'm beat! That was way harder than I thought it would be, dattebayo!"

"Both of you, go home and rest," Tsunade ordered. "We'll meet tomorrow to discuss the next phase of the plan."

As they left the room, Neji caught Naruto's arm. "Naruto... thank you. Not just for removing the seal, but for everything. You truly are the one who changes people."

"Ah, don't get all mushy on me now!" Naruto laughed, rubbing the back of his head. "Besides, this is just the beginning! We still have to help the rest of the branch family!"

"Indeed," Hiashi nodded. "But today marks a significant step forward. The Hyuga clan will never be the same."

As they parted ways, Naruto couldn't help but feel proud. One more step toward changing the ninja world for the better, one person at a time.

"Next stop, Ichiraku's!" he declared, heading toward his favorite ramen stand. "After all this work, I deserve at least five bowls, dattebayo!"

Behind him, Tsunade and Hiashi shared a knowing look. The young ninja who had once been the village's outcast was truly becoming someone remarkable.

"Lady Tsunade," Hiashi spoke quietly, "you were right about him. He may very well become the greatest Hokage we've ever seen."

Tsunade smiled proudly. "Just wait and see, Hiashi. This is only the beginning of what Naruto Uzumaki will accomplish."

The next morning, Naruto arrived at the Hokage's office, still looking a bit tired but energetic as ever. Neji was already there, his clear forehead drawing curious glances from others in the building.

"Alright, Granny Tsunade! What's next?" Naruto asked enthusiastically.

Tsunade laid out several scrolls on her desk. "Now We need to make sure the new protective seal for the entire Hyuga clan - has no side effects."

Naruto said, pulling out his scroll. "It's based on the Fourth Hokage's protection techniques, but modified to work with the Byakugan's unique properties."

Hiashi activated his Byakugan to examine the seal design. "This is... remarkable. It's completely different from the caged bird seal. There's no pain component, no control mechanism."

"Yes, Lady Tsunade," Neji replied with a respectful bow. "I'll be vigilant in monitoring any changes."

A few minutes later, a knock at the door announced the arrival of Shikaku.

"Lady Hokage," Shikaku said as he entered, his scarred face bearing its usual serious expression. "You wanted to see me?"

Shikaku closed his eyes, already formulating strategies. "First, we need to keep quiet until the Five Kage Summit. With this development, we'll have significant leverage with the Mist Village, given their abundance of bloodline limits. However, it won't be as effective with Cloud and Rock, since they don't possess as many kekkei genkai users."

He paused, his expression growing more serious. "Second, we need to carefully measure and control the blood limit enhancement effects. The seal's specifics must remain secret. Just imagining someone like Orochimaru getting his hands on this makes me tired."

Tsunade nodded grimly. "Agreed. That snake would do anything to get his hands on a seal that could enhance kekkei genkai."

"And the timing works well," he continued. "With the threats we're facing, no one would question additional protection for the heir. Plus, it gives us a concrete example to show the benefits of the new seal when we're ready for full implementation."

Tsunade nodded. "What about Naruto? He's been... passionate about changing the Hyuga system since he learned about Neji's situation."

"Ah," Shikaku smiled slightly. "That's actually simpler than you might think. Naruto understands fighting for what's right, but he also understands protecting his precious people.
