Rowan did not anticipate that, the Heretic that the Church is hunting right now come to his territory.

That means the Punitive Force will come here in short.

"Let's go, I want to meet this crafty woman."

Old Jack bring Rowan in the safe house where the Heretic is waiting, Rowan also did not expect that the spy outside did not notice the Heretic enter the territory until the Heretic show her self.
