Whether out of a desire to maintain a semblance of peace or due to flawed intelligence, his assurances have led us to a dangerous position. We cannot afford to base our actions on incomplete or inaccurate information."
Viserys nodded slowly, absorbing his brother's words. "You think Otto has been negligent?"
