There were many descriptions of the various crimes they were involved in which had valid reasons for them being involved like them being spotted in that area before everything took place.

A link could be found between them and there was a lot of activity that the Rose Street Gang seemed to be involved in so it was quite easy to form a connection with everything that had been put together.
Not every victim and incident was reported or discovered since many were too scared to speak up or they did not have enough to get something concrete done about what happened to them.
