Saleen only considered Theisio capable, not truly powerful.

Saleen realized it from watching Jason. A truly powerful person needed a mind that refused to be bound by any conventions. Powerful people made compromises, but they would definitely not be enslaved.

Theisio's mind submitted to the Lord of Glory entirely, making him little more than a dog. However, the dog's fangs were sharp and Saleen needed to think of ways to kill it to prevent it from biting the people he cared about.

The Seal of Divine Power was capable of offense, and the God Grace Staff was capable of defense, while the Bramble Crown was able to casting inexhaustible blessings. 

The trinity of the three godly items were used as a single entity, inspiring despair in those who went against them, just like Saleen's Magical Element Tower.

As such, Saleen's target was first the great head inquisitor.
