Azkaban is a wizarding prison located on an isolated island far from the public eye in the North Sea. It is guarded by Dementors and its location is even hidden from maps.
That is why neither Muggles nor wizards can find Azkaban on any map.

Andy appears out of thin air on a cliff on the east coast of Scotland. Despite its name, the North Sea is actually on the east side of Britain, situated between Britain and Europe.
Without a detailed location, Andy was unable to teleport directly to the island where Azkaban was located. Moreover, there was an 'Anti-Apparition' spell in place there, and only a special way from the Ministry of Magic could be used to Apparate to Azkaban.
Not long after, there was another 'pop' sound next to Andy, and the figure of Snape appeared out of thin air.
"Professor!"
