Dr. Paradox?

In a location unknown, at the same time that Silviana used her wish spells...

Beakers filled with green and orange liquid glowed amongst the scarred and charred edifice of the cave. The smell of ozone and acrid chemicals swept the entire chamber as the squawk of a strange bird cooed from somewhere in this area. Bizarre machines and interesting contraptions lay strewn around inside the edifice as a muffled hum could be heard radiating from a small alcove located somewhere within. 

Standing in said Alcove was a rather sturdy man, his hair dark and bright green, swept back and squished by the straps of a gas mask that rested tightly onto his face. The humming continued for several more moments as an array of green gasses sprayed from the top of his gas mask, slowly dissipating onto the floor surrounding him and calcifying the very stones he stood on. The mask itself looked modern, not too dissimilar to one a scientist would use. 

The man was grasping a syringe and extracting liquid from a vial he held in his other hand, the humming stopping as in a moment he vanished from his alcove and reappeared next to a large horned bird. He was wearing a white scientist coat with pens clipped to the exterior of his shirt pockets. Being cast in a low glow one could see that the gas mask not only covered the entirety of his face but also extended down below his clothes, covering all of his neck.

Taking the syringe he injected it into a flower that was sitting on a messy bench, books and various other forms of notes scattered all across it. There was an instant reaction as the flower began to alter and develop a cord-like tendril of plant matter. As if this didn't surprise the man he simply took a small unplugged lamp from nearby, grasped the tendril and directed it towards the power supply of said lamp. 

Light, that was what began to emit from the lamp as the plant was supplying electrical energy. The man slapped the table and made muffled happy noises as beside the table was a boiling cauldron of orange and gold energy, eerily similar to the concoction that he had injected into the plant. Then, as if the weight of the momentous success was nothing the man turned and looked at a television screen, an intense flare of radiant blue light alighting on a world map of Tensura. Although his expressions could not be seen his movements were quick and hurried, his gloves tensing under the strain of his emotions as he suddenly disappeared.

...

Meanwhile in the capital city of Tempest...

"Benimaru, why are you drinking tea at a time like this? Aren't we supposed to be training the soldiers?" Shion sounded concerned as she stepped into the lounge room of Benimaru's house.

"The old man wanted to take the 'youngins' out for some personal training, asked me not to come." He slowly went back to drinking his tea as he read some reports about the current progress of the roads. The methods Silviana had instituted were working excellently so far and the surplus of Orc laborers really drove the construction of the aqueduct and various other projects onwards. The aqueduct was almost half way done at this stage due to the fact that 50,000 Orcs were working on it every day. 

"Shion, you should come and join me in looking over these documents, maybe it'll help you understand your job more." Benimaru smiled wickedly as he sipped at his tea, his smart assedness easily being conveyed to Shion. Yeah, Shion threw a scabbard at him and knocked him over, spilling his tea.

"I don't know what your talking about! I am perfectly capable of doing my job for Rimuru-sama." Slowly, Benimaru sat up, tea spilled all over his kimono and a huge dent in his forehead from the impact of the scabbard.

"Damn, remind me to never piss you off too much."

"Will do, now, come with me. We may as well do a patrol of the city, observe the changes in real time, yeah?" Benimaru sighed before standing up, his kimono restoring to its unstained state as the enchantment it held evaporated the liquid.

"Fine. Let's go then..." He walked over to the side of the room where his Katana was held on ceremonial stand, the swords looking menacing as they had black and red spiral patterns painted and embedded along the Saya of the katana, a pure red Sageo dangling down and finishing the presentation of the outer-skin of the katana's appearance. It was a recent work that he had commissioned with the aid of Rimuru, Rimuru taking a special interest in the idea and having one made for himself but decorated in silver and a light blue ice-like colour.

From there the two exited the house, Benimaru locking it behind him as the streets before his house bustled in activity, soldiers moving backwards and forwards as they relayed completion of tasks and materials. Turning to their right they began to stride down the road, many soldiers giving salutes to Benimaru and Shion as they passed. Despite the attention they were gathering the walk was going well, people calling out to them and asking questions about Silviana, Rimuru and their own states. It seemed that the people loved all of them and especially loved Silviana and Rimuru.

Walking past restaurants one could see many Hob Goblins, Ogres and Orcs eating and talking, some even going on dates. Kids played in the streets and many people walked from stall to stall, buying various foods and wears with the new currency implemented by Silviana and Rimuru. It was based off of Gold, Silver, Bronze and Copper. Gold of course was the most valuable at it was worth 100 Silver, Silver was 100 Bronze pieces and Bronze was 100 Copper pieces. Although it sounded basic the people of the city had loved it because they could now place a value on their work and officially work towards a higher wage or profit. 

Real life was often different from anime and people needed a goal to achieve, even monsters needed this... Thus, money was a great motivator and helped ramp up the productiveness of society. Naturally the system didn't forget about those who may not be able to sustain prolonged work, Rimuru implementing a universal wage of 1 Silver and 10 Bronze which happened to be the amount needed to live for a week in modest accommodation. The system hadn't had any issues yet and the 'government' had only made tax to be a fixed 10% of annual wages, the collection of which would be run by one of Rigurd's subordinate elders. It was fair as half of the taxes would be used to procure materials from other nations and to pay wages for government staff. It was cyclical in nature and would continue to work so long as Rimuru and Silviana were in charge.

"Hey, Benimaru, do you think we will one day unite all monsters?" This question came out of nowhere as the two walked through the artisan segment of the city. Smoke and the clanging of steel was omnidirectional as many sweaty apprentices and labourers moved in and out of workshops all around.

"Depends on if that is Silviana and Rimuru's goal. All i know is that any monster that didn't come here would be a fool." His words were crisp and to the point, punctuated by the heavy clanging and prosperity that could be found all around in this district.

"Hmmm, true. Your father always said that bringing monsters together was a false hope made upon the fallacy of unity in facing one enemy."

"Yeah, he was a stupid old man at times. Perhaps if he could see this nation he would have seen the folly of his mindset, but, alas, we are here and he is dead." The atmosphere between the two became colder as the contemplation of the future of Tempest continued within their minds.

It was at this stage that a bright puff of green smoke billowed out from a place amidst the crowding workers that traversed the streets. This drew the attention of Benimaru as he squinted his eyes, his right hand gathering on the Tsuka of his Katana.

"Shion, there is something weird up ahead." The Ogre woman looked and saw what he had moments before, many of the nearby artisans too concentrated on their work to actually bother noticing the evident display of odd gasses.

Benimaru slipped forwards in the crowd, his body being poked, prodded, bumped and knocked into as he fought against the flow of the crowd. His steps came with difficulty as each person he bumped into knocked him slightly back. Then, within a few moment Shion shouted for people to clear out and the entire street moved to the side, their eyes all noticing that Benimaru and Shion, the general and the bodyguard, were on the same street on business. It was at this moment that the majority of people noticed the green-haired gasmask wearing person standing in the middle of the street.

"Who are you!?" Benimaru shouted so that man could hear his words properly over the clanging of metal and the blowing of air through bellows. The strange man raised his hand to the right side of his mask and fiddled with a small segment of it, a strange crackling robotic noise ushering out as he messed with it.

"What are you doing!? Stop it immediately!" Shion was the one to shout this time as she took out her massive great sword. The man didn't stop and eventually completed his movements a uniquely robotic voice ushering out of the gas mask.

"I am Dr Paradox... Take me to your leader."
