Because Aeryon suggested a few things to Mayeux. 

Mayeux also was not fond of Aeryon taking in people. 

But when Aeryon give some advice on how to use population, Mayeux , the smart man he is quickly implemented a new way of using the population

Aeryon only knows a few methods of governing the country. 

But it is already good enough. 

Because in this world, there is a lack of people that could read. 

There is even fewer people that could read book. 

And the book they read is not about governing the country.
