As he hadn't become an Origin back then, Valyr was only able to unlock the ability to give classes and subclasses to others after fulfilling the feature's original condition, which was to form a Legacy.
However, unlike the current situation, where he felt like giving a class to someone else was meaningful, the thought of giving anyone else a class or subclass based off his strength did not cross his mind at the time.
After all, even though he was part of the frontlines that participated in the final battle, his strength wasn't all that great when compared to other people in that same battle.
Aside from that, the rarity of his classes and skills were only slightly better than the bare minimum at best, which meant that he would only be able to create classes and subclasses that would only be alluring to those that were new to Greater Beyond.
