People can overestimate and underestimate their reach. Mayhem wasn't with him. i hope i cleared some things up. 🙃

please consider that the third guy sneaked up on him from his blind side, he is still getting used to his disability. when he confronted the other two guys he had the upper hand, as they relied on their quirks, and they weren't trained they were just extra hands ... the other three he avoided were trained. if you have any questions I will be happy to help

six actually, but there are three reasons. first, if he kills he leaves a bloody trail behind him, the police even if they are corrupted will take hold of them, making them unable reporting him without confessing to their crimes, as for the corrupted officers all they can do is bail them out. Most importantly before they can go out again, it gives him time to plan. secondly, he dislikes killing, when he did it before he was forced. it was for survival and in order to avoid pain, but he hated the feeling of it. and thirdly, he wants to be better , to change and in a way he seeks redemption for his past crimes, even if he was forced to he was still the executor. That isn't to say that in the future he will never slip in his training and instinct of survival and finish an enemy off. i hope i answered your question, if you have more feel free to ask. 😊
