Those quirks are mutant quirks A person can end up having fork head if they are born that way.. A normal human at his quirk awakening will not randomly gain fork head and loose his old one.. (Though he can gain ability to transform into utensils like fork..[which is very rare])

If you have enough creativity you can think around it.. In mha world has increasing rate of people with quirk.. Mc can go to 40 to 60 (or more) years in future of mha cannon where quirks are more common than 90%.. (Mc can do this when he gains some time related abilities to go to main cannon timeline or simply wait there 1 year)

My point is not him being sorcerer.. My point is him gaining CE.. And person with enough talent can use that CE.. And as it is said in future chapters.. [SPOILER] His “Talent” increaces with each attunement, with enough talent he can be a sorcerer..
