Nope. The concept of a second Star Forge comes from two places. 1. Post, Return of the Jedi, Empire remnants creating one. This is purely Fanfiction afaik 2. Star Forge fragments reforming the station. This couldn't happen in this story. Decommission through the system isn't destroying the station, it's removing it from existence in exchange for the Ship Points. There are no fragments left. If you're talking about The Foundry or the Rakatan xenoforming station, neither of those are canon to Knights of the Old Republic. They're part of Star Wars: The Old Republic canon. For this story and jumpchains they are different continuities. Keep in mind SW:TOR came 8 years after KOTOR and added a whole bunch of lore wasn't part of the original story.
