He's hopeless rn. Oclumency can surely help but to become an oclumence, one needs to be talented in studies and then re-live his emotions and sort them out in different sections. My guess is Dumbledore doesn't want him to re-live all those emotions coz he can surely lose control and die in the process and harm a lot of people.
