I think this is the most logical outcome, although by dogma helping others is the most important thing, not long ago there was a war over religion, where rebels who follow the faith of the seven killed protestant followers, where people fought and died for religion and now those same people are coming back begging for food and to be let in, many wonder what happens if they fill cities and again they rebel and even if they have food what happens if the winter is the worst ever seen and there is no food for everyone but that is more from the point of view of the rulers than the common people.
