The 'Blood' in bloodline disagrees with your statement :) Also if demonic power frequency or whatever is responsible for "bloodline" powers, someone random could, by chance, awaken POD or even the Phenix bloodline. And, also, that way EVERYONE would have some kind of special random 'bloodline'. Genetics are a way better explanation, which would aslo explain mutations in specific bloodlines (Sera for example), and the birth of new ones (Hole - Abaddon i think).
