Or would he get the eye of some random powerful being, and just be snuffed? What could he gain from going to such a universe? What could he lose if he isn't powerful enough? When these are answered (if you want to count them), and more (your own questions); then you can have it in a list of best chances to worst, then he can go to first, before going on to the others. You could even have him, in the story, debating which world to go to; with a whole bunch of other future worlds, that you want him to go to, and overall set up a long part of the story. Which you can change later on, via "unforeseen" events (aka, you change your mind on what world he should go to).
