I also don't think that everyone and their mothers should have a kekkei genkai, but I don't think that what's happening here. It's very AU, and 15ish years before Naruto ep1, so Kiri hasn't hunted down the great majority of kekkei genkai users yet, although it IS in the process of doing so, so yeah, I think it could be realistic to find one here and there. Having and knowing how to use are different things, just remember Hashirama was the only Senju able to use their kekkei genkai (it is considered that, right?)

Hi, here is a bit of feedback since you asked: Don't translate to Earth Release or Water Release, it doesn't sound that great, feels like dubs (somehow, idk, it just feels like that to me). Maybe this format? -- "Suiton: Water Dragon" "Doton: Earth Wall" Every Naruto fan knows the elemental releases. I also think that omitting the word Jutsu is better here. My reason for the mixing and not going with original names is that the elemental releases are easy to remember, but not the jutsu names, although they are pretty descriptive when translated. Btw, love that you're slowly editing older chapters, shows that you care, your dedication and I can only love that. Keep it up!
