He does have three pathways. He is talking about the sequence seven of the Door pathway not being up to par with Error and Fool pathways because the stars in the tower are false. This means that the sequence seven of the Door pathway, Astrologer, is useless to him as he is in the Tower.

I guess what he made was just kind of a shell of Yin-Yang. Now he's attempting to infuse more in to fill the volume along with the other elements.
