Raeliana, as the main character of the story, is the kingdoms only Rapha (for now), so if someone gets to tame her and gets her trust, not only will they get protection, but also they can use their bond (friendship, love or as a slave-owner relationship) to use her as a stepping stair toward success. If she is free and thinks on her own, their position in society and their life will be in danger since history shows that her kind feeds on human flesh and the first emperor was a rapha, they are terrified and intrigued at the same time. So if they have to choose between letting her be free and probably ruin their lives by taking down all the aristocrats or becoming the next emperor and sizing her by using her as a weapon for their planes, they will definitely choose the second option.
