Why would your people try to backstab in the first place? Either you are an incompetent ruler who even after acheiving ultimate power couldn't cultivate few loyal subordinates or friends or they fear your power but don't actually know how strong you are, the second one is the likely to happen considering human nature. As for being immortal, why can't you grant immortality to a select few loyal to you? and the world is not just limited to shinobi planet so I don't think you will ever get bored of your immortality .

first of all, all this is just make believe fantasy world and not gonna happen, Bureaucracy won't matter once you are the strongest in the world, literally, same goes for anybody brain dead enough to try and backstab you. Lets not be a dumbass and judge something like this with real life logic.
