The problem is you make him too edgy lol, like he's an assassin he is supposed to be domineering, a wolf, etc. We don't even have a great set up to his background because it's just told in a narrative way, like he like arcane but it sounds and feels too robotic, You could make it so that as an assassin his only joy and hobby is watching and playing games, yada yada yada. He's still a human, even his explanation why he is only after the powerful is robotic, I can't feel his passion nor his excitement when encountering powerful people and getting exhilarating in combat. So yeah, you make him too edgy and without emotions because assassin are still human, they have their own vices. Now if you make him an edgy depressed tortured assassin at the start I could see the point of him being emotionless.

Arcane: Champion Witness System is great and Arcane: Twin Cities Mechanic is decent.

Okay so I'mma criticize this, you need to break the paragraphs more, separate them by their contents and context, grammar needs some work and some transitions is needed too. Emotions are lack luster and everything feels like a narration/every conversation is forced and feel like they talk just for the sake of talking/information. They need to be more natural and not just "this is the glorious evolution" "it is amazing" the glorious evolution is blah blah blah. Now I know there's still not a lot of conversations but this is heading right that way because I have read this kinds before like a lot, MTL does that to you, anyways if you can and will consider my points, you'll improve.

I think with your skills you can either be in Zaun/Piltover, Noxus and Ionia. Those can be a good start considering your skills, Development in Zaun/Piltover, Authority and power in Noxus, Mystic arts(I don't remember what they are called) in Ionia.
