I'd send some of them to build a secret base of some kind, build an organisation mostly consisting of the clones allowing him to spread influence, already changed their voices just put them in hoods that cover their faces and make sure they don't identify themselves to a anybody even the organisation members shouldn't know there's more than 1 at a time by keeping them scattered around the world in seclusion to practice their assigned systems unless something comes up in their branches of the organization. etc etc.

he should offer people stat boosts and longevity in exchange for service and start a money lender company acting as the hidden owner, then he'll have a literal list of people in desperate situations that he can make deals with. offering clean slates for whatever he wants

he needs to start thinking longer term with his contracts, for example with him being able to extend his lifespan it's probably worth considering he'll probably outlive the people he forms contracts with, leave a death clause in his contracts, something like "in the event of death, all attributes will transfer" or "in the event of sudden death all remaining lifespan will transfer" etc. although that would open the question of "what if you just kill me for these benefits" can include that he can't "target them directly or indirectly with this goal in mind" obviously only if it's pointed out, shouldn't limit paths if not needed.

it'll also keep specters in circulation as people get stronger they'll sell their old specters while getting more powerful ones allowing the weaker manufacturers to grow their strength

well played, there's gonna be dozens of new manufacturers starting that will take weaker specters, which then - Increases number of extractors from the common populace - reduces the backstabbing - Increases life circumstances for the less fortunate due to more opportunities to earn money - increases manpower in the search for specters - increases city value due to more specters being held - increases the strength of the population in the war against specters - increases tax income due to more tax payers, meaning greater tributes for aegis gotta say, fantastic policy to implement

at the time of this review, it would have barely started. so why describe it like it's finished?

If he's trying to increase foot traffic in his store why doesn't he make a few items and sell them? nothing too extravagant just simple space rings or other artifacts, when people see how good his products are they'll trust him more for over priced items like the pills etc
