They don't see anything before the blessing, but after it it's a fair game.

You'd have to read the LN to see it, though here's an example. In volume 12 when giving Bell a status update; "Her heart danced indescribably as the fragments of a tale filled the blank page. It was her special privilege to be the first to read the story." So when adding excelia Hestia could see bits of what happened, meaning when Bell didn't have a falna and wasn't gaining excelia she wouldn't be able to see anything. But she also had to ask Bell "what happened?" In volume 15, so it's probably not a very clear picture.
