He doesn’t control millions of people and even if he did, someone like that woudlnt be able to even scratch kaido or big mom. They could literally walk into his base and take a nap and wake up with no injuries. Any of the current admirals with CoC could easily take down his empire, which can’t be said about any other yonko.
