they did not even exist before the age of dragons, so they are wyverns. Plus, dragons have 2 arms 2 legs or 4 legs depending on their maturity. Wyverns have arms fused in their wings, so they basically have only 2 legs and no arms because they're technically Wyverns. Although, there's no specific description for dragons, Wyverns on the other hand do have a specified characteristics, which I just said that their arms are fused with their wings, hence, they are Wyverns than dragons.
