Like some do dumb things but all the point he complains about raising subordinates is rather logical. He acts like he's logical and stating facts but in truth he ain't that bright.

IDK man, personally i think he can teleport people but only short distance. His jutsu cant teleport long distances and to escape from cloud ninjas someone has to hold them back while giving others enough time, maybe that's why he sacrificed himself.
