Thanks for the chapter. So to answer your question i would place Sarutobi Hiruzen as the strongest hokage by applying all your factors because look at the people he had by his side during his reign. White fang, the legendary sanin, Minato, Fugaku each of these people can hold a warfront on their own.And the clans uchiha and Hyuga clan and many other similar clans with their own specialities.Not to mention Shikaku nara the strategist. He also had the Root even though Danzo is a double edged sword. And strength wise Hiruzen is up there and can hold his own against most of the opponents.
