Seems like a fine decision to me. If she forced herself to raise her child in this circumstances - where it seems clear that she absolutely don't want a child that will bring her troubles - there might be cases of child abuse (either emotionally or physically, not caring and being present for your child can be considered emotional abuse). So while this decision might seems ruthless, and it is, I think keeping her baby has chances of being worse. And it's difficult to bet on the future of a child.
