I don't think they are even the whole beings rather just fragments of their power as I really don't think a human could chain a god. even if its not a creator god be a secondary one.
Like seriously did they expect that Arceus would just let them even if they didn't get stopped by the games protag? If anything I suspected that Cyrus would get all the way to chaining Dialga and Palkia and MAYBE Giratina before the creator pokemon would decide to make an appearance and null and void that shit immediately. ya the way it came out is weird but he means his ship is slow compared to the other ships. It was just a case of bad grammar, though I could be wrong.

The Executor-class Star Dreadnought had a Class 2 and a backup Class 10. I would think that it's not well known as the world is alot more dangerous or they keep it a secret from the public for safety. in one fanfic I read had pokemon go beserk if not ready or the trainer is not prepared.
