No God and the Counterforce are two very different things, to be honest we don't have a lot of info on Biblical God in Fate other then his there and seemingly the strongest or one of the strongest things there, even higher then any thing like the Counterforce or Gaia. While both the Church and magi such as Paracelsus acknowledge God as a unique being, and the existence of angels as "messengers from God", the true nature of such beings is unknown.

To be fair, that guy had 10k people, sadly his biggest weakness was not having strong enough allies and his lack of speed(compared to the those at the top of Kage class((not the super class with base madara and 1st Hokage))).
