The trashiest of the trash, the lowest of the low. Without a second thought, he'd sacrifice others for his own safety. Without a single glance, he'd beat up others for his own gains... but then cower in front of another if they're stronger than him. Would you view someone like this as a hero? No, rather than a hero, he's more akin to a villain. Coupled along with his selfishness, his lack of a quirk further strengthens his worthlessness...
