In the 21st century, an event known as the Great Shift of 2030 destroyed 90% of life on earth. A new race known as the Shifters emerged. 200 years later, countless wars divided what was left of civilization into two areas: The city-states controlled by the crime fighting SPA, and the badlands controlled by lawless bandits.
