The recently released white paper on national defense has disclosed our combat forces for the first time: In 2007, there were about 2.3 million People's Liberation Army soldiers, roughly 660,000 Armed Police Internal Defense forces, and the other seven "King Kongs" – the border, civil, maritime, and forest police at approximately 400,000.
According to what Fang Huai knew, the published figure for the Internal Guard was actually less than the reality, which should be around 800,000.
So, when you combine the eight "King Kongs," the ratio of People's Liberation Army to Armed Police personnel was roughly 2 to 1.
But last year, the defense budget for the PLA was 350.9 billion yuan, which averages out to more than 150,000 yuan per head.
The wages are the same standard, so the majority is allotted to equipment and R&D expenses.
