It was foreseeable that the Conservatives, with the backing of General Witte and the soldiers of the Southern Netherlands army, would gain the power to rival the Liberals. And Weng Ke would inevitably seek revenge for being sidelined before.
Joseph simply needed to allocate some resources, play the balancing act between the two factions, and stir public opinion to fan the flames—then the Southern Netherlands rebels would be left fighting political battles in the future.
Posterity in both the United States and Europe has shown that whenever party strengths are closely matched, conflict erupts without external incitement. How much more so between new election players like Vandernoot and Weng Ke.
